The GLCSL Tournament Committee has met and presented a list  
of guidelines to be followed during the tournament season.  It is noted  
that hosting sites need to download the Game Reports found online and  
should be used at every game by the center ref.  This keeps record of  
of the game and any misconducts/cards.  If cards are issued, the report  
must be given to the site director, and then sent to the league VP.  
   
Below is a summary of the guidelines:  
   
The field director is considered the “fourth ref.”  
Center official must be advised of any misconduct occurring during the game (at stoppage time).
Warn any coach or spectator if abusive or negative comments are made before,  
  during, or after the game.  If a second offense occurs, then the person (fan or coach) will 
  be told to leave the complex.  If the person does not leave, the game will be on hold until
  they do or the game will be forfeited by the team which the person represents.  
Check in all players and coaches prior to EACH game.  The center ref can assist with this if  
  there are multiple fields at the hosting site.  
The fourth official must show impartiality before, during, and after the game.  The league will  
  not accept any favoritism by the director or referees.  
Sites must report all scores and cards that are issued to the league scorekeeper within 48

Sites must report ALL cards given to any player or coach to the league scorekeeper, who  
  will pass the info on to the league VP or President.  This should include a report of   
  what happened for each card and should be reported the same day as issued.  
Site directors are to call all forfeits, the referee may not.  The site director is also responsible  
  to call game delays and shortened game time for teams causing any delays.  
The site director may not be a coach, ref or assistant ref, during that game.  
Hosting sites must post game results at the site.  
Hand shakes will take place prior to the start of the game.
